A business meeting of the Center Township Board of Supervisors was held on Tuesday, October 14, 2025 at 5:00 p.m. at the Township Office in Rogersville. Present were Daniel R. Stoneking, Chairman, Paul Cook, Vice Chairman, Harry D. Gillispie, Supervisor and N. Dawn Horr, Secretary. No visitors were present.
Paul made a motion to approve the minutes of the September meeting as read. Harry seconded and the motion was carried unanimously.
Harry made a motion to approve the bills as presented. Paul seconded and the motion was carried unanimously.
The concession stand/restroom improvement project was advertised for bids that were opened and read at 12:00 p.m. on this date. The bids were separated into four categories: general trades, mechanical, electrical and plumbing. One bid was received for the plumbing from Newman Plumbing at $74,300.00. Three bids were received for the general trades as follows:
Tedesco Excavating and Paving Base Bid $334,000.00 Deduct Alternate $67,000.00
MacBracey Corporation Base Bid $279,000.00 Deduct Alternate $57,400.00
PDDM Solutions Base Bid $300,000.00 Deduct Alternate $57,426.00
No bids for received for the mechanical or electrical portions. Harry made a motion to reject all of the bids and revisit the plans for the project. Paul seconded and the motion was carried unanimously.
Four bids for the West Greene Sewer Expansion Project were opened and read at 1:00 p.m. on this date as follows:

C & R Directional Boring, LLC $1,975,229.00
Tedesco Excavating & Paving $2,693,440.00
Harry made a motion to table the bids pending review by the township’s solicitor and engineer. Paul seconded and the motion was carried unanimously.
The monthly code enforcement report was not received however several notices of violation and citations are pending. Since the September meeting fine payments were received from Waste Management, One Call Enterprises and Coastal Well Services.
Paul made a motion to schedule trick or treat on Friday, October 31, 2025 from 6:00 p.m. to 7:00 p.m. Those wishing to participate should leave their porch lights on.
The work session for the preparation of the 2026 budget was set for November 6th at 12:00 p.m. by motion from Paul. Harry seconded and the motion was carried unanimously.
Paul made a motion to change the date for the November business meeting to Monday, November 10th at 5:00 as the regular meeting date falls on Veteran’s Day.
Harry made a motion to approve the Contura PA Land LLC to Neil Stewart lot split. Paul seconded and the motion was carried unanimously.
Harry thanked Matt Snyder, the Agriculture Education Teacher and the WG FFA welding class for the work done to the township’s dump trucks to be able to switch out the spreaders with ease.
Milling of state route 18 is being conducted by Lindy Paving. Some of the millings will be donated to the township.
Paul made a motion to adjourn the meeting. Seconded by Harry and the meeting was adjourned at 5:18 p.m.
