Meeting Minutes for May 12, 2026

A business meeting of the Center Township Board of Supervisors was held on Tuesday, May 12, 2026 at 5:00 p.m. at the Township Office in Rogersville.  Present were Paul Cook, Chairman, Daniel R. Stoneking, Vice Chairman, Harry D. Gillispie, Supervisor and N. Dawn Horr, Secretary. No visitors were present.

Dan made a motion to approve the minutes of the April business meeting.  Harry seconded and the motion was carried unanimously.

Dan made a motion to approve the bills as presented. Harry seconded and the motion was carried unanimously.

Bids for approximately 4,000 tons of 19mm installed on portions of Yorkshire Road, Knight Hollow Road and Tara Hill Road were opened and read at 12:00 p.m. on May 12, 2026.  The bids are listed below.  Dan made a motion to award the contract to Morgan Excavating.  Harry seconded and the motion was carried unanimously.

El Grande Industries, Inc.              $106.49/ton                       $425,960.00

Youngblood Paving, Inc.                  90.29/ton                        $361,160.00

Redstone Excavating, LLC               98.50/ton                        $394,000.00           

Morgan Excavating, LP                    88.70/ton                        $354,800.00

Tresco Paving Corp.                         97.94/ton                        $391,760.00

The bids for asphalt materials and equipment rentals were opened and read at 12:10 p.m.  Bid tabulations follow the minutes.  Bids were received from Russell Standard Corp. and Youngblood Paving. Paul made a motion to award the contract to Youngblood Paving Co. for all the asphalt materials and the equipment rentals. Dan seconded and the motion was carried unanimously.

Harry reviewed the code enforcement report.  Updates were provided for the overweight violations and citations that have been filed.  A hearing has been scheduled for one company on June 3rd.

A motion was made by Dan reaffirming the following policy: 

The Board of Supervisors of Center Township reaffirm the township policy that the township will provide labor and materials within reason for the installation of a grinder pump on the condition that the property owner provides an easement for the sum of One Dollar ($1.00) for the use of their property for the West Greene School District Sewer Extension.

Harry seconded and the motion was carried unanimously.

A motion was made by Harry to approve Resolution No. 4-2026 approving the Greenways, Trails and Recreation Program grant application and to also approve a 15% match commitment.  Dan seconded and the motion was carried unanimously.

A motion to adjourn the meeting was made by Paul.  Dan seconded and the meeting was adjourned at 5:18 p.m.
