Meeting Minutes for April 14, 2026

A business meeting of the Center Township Board of Supervisors was held on Tuesday, April 14, 2026 at 5:00 p.m. at the Township Office in Rogersville.  Present were Paul Cook, Chairman, Daniel R. Stoneking, Vice Chairman, Harry D. Gillispie, Supervisor and N. Dawn Horr, Secretary. No visitors were present.

Dan made a motion to approve the minutes of the March business meeting.  Harry seconded and the motion was carried unanimously.

Dan made a motion to approve the bills as presented. Paul seconded and the motion was carried unanimously.

The bids for stone were opened and read at 3:00 p.m.  Bid tabulations follow the minutes.  Bids for the stone were received from four companies, Greer Limestone Co., Arcosa Aggregates, Heidelberg Materials and Youngblood Paving. Paul made a motion to award the contract to Greer Limestone Co. for all the stone with the exception of the No. 8 washed slag aggregate. Harry seconded and the motion was carried unanimously.

Youngblood Paving was the only bidder for the No. 8 washed slag aggregate.  Harry made a motion to award the contract to Youngblood Paving.  Paul seconded the motion and it was carried unanimously.

Dan made a motion to advertise for bids to have portions of Yorkshire Road, Knight Hollow Road and Tara Hill Road paved with 19” mm, 3” thickness and rolled to 2 ¾” thickness. The bids will be opened and read at 12:00 p.m. on May 12, 2026 prior to the business meeting. Harry seconded and the motion was carried unanimously.

Harry made a motion to advertise for bids for oiling and chipping in place.  The oil and equipment rental will be awarded to the same bidder.  The bids will be opened and read at 12:00 p.m. prior to the business meeting on May 12, 2026.  Paul seconded and the motion was carried unanimously.

Spring Clean Up Days will be held on April 17th and 18th from 8:00 a.m. to 4:00 p.m. on both days.

Harry reviewed the code enforcement report.  Updates were provided for the overweight violations. One property owner in Rogersville has complied and the rubbish complaint.  The other property owner has not complied and a citation has been filed.

Paul made a motion to hire Richard Herrick to mow the township properties and maintain the park facilities for this year beginning April 6th.  Harry seconded and the motion was carried unanimously.

Dan made a motion to set the fee for Mr. Herrick’s services at $375.00 biweekly.  He and his son Rusty will be paid the hourly rate of $26.35 to assist with the spring cleanup days.  Harry seconded and the motion was carried unanimously. 

A 40’ storage unit was purchased by Rogersville Youth Baseball for storage of their equipment.  It is scheduled be delivered to the park on Thursday, April 16th.  Also, J.D. Enterprises will be preparing the site for the new concession stand.  Harry made a motion to pay J.D. Enterprises for the preparation

work and to pay for half of the cost of the 40’ storage unit.  Dan seconded and the motion was carried unanimously.

A motion to adjourn the meeting was made by Paul.  Dan seconded and the meeting was adjourned at 5:14 p.m.
